Answer in brief
The best CRM for a small business is one your team will actually keep up to date. Pick the two or three problems you need solved, then choose the simplest tool that solves them.

Name the problems before the product
An SBA blog post from July 2016 advises small businesses to define their two or three main pain points before choosing a CRM, because CRM systems are not all equal. It is old advice, and it has aged well. Leads going cold, no record of who said what, and quotes that never get chased are all different problems with different answers.
Write yours on one sheet of paper, in your own words. If you cannot name a problem, you may not need a CRM yet, and the guide on whether you need one will help you decide.
Small teams have different needs
A team of five has no administrator, no training budget and no patience for a long rollout. Software built for large sales departments can be powerful and still be the wrong fit, because each extra field and approval step is paid for in the time of someone who also answers the phones and sends the invoices.
Favor something that one person can configure in an afternoon. The features you will want in three years can wait, and moving to a bigger system later is easier than getting people to use one that was too big from the start.
Budget for time as well as money
The same SBA post says businesses often underestimate the time and effort that implementation takes. For a small company, that time comes straight out of selling and delivering work, so count it.
A sensible plan sets aside a block of hours for cleaning up contacts, a short session to show everyone how it works and a weekly check for the first month. The first 30 days guide lays this out step by step, including who should do what.
